Abstract

Penelitian ini bertujuan untuk menganalisis penerapan budaya organisasi, peran kepemimpinan kepala desa, serta faktor-faktor penghambat dalam upaya meningkatkan kesejahteraan masyarakat di Desa Bawosalo’o Dao-Dao, Kabupaten Nias Selatan. Metode kualitatif digunakan dengan teknik wawancara mendalam yang melibatkan lima informan, yaitu Kepala Desa, Sekretaris Desa, seorang anggota Penggerak PKK, dan dua warga masyarakat yang dipilih melalui purposive sampling. Data dianalisis menggunakan model interaktif Miles, yang mencakup reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa budaya gotong royong, transparansi, dan keterbukaan dalam pengambilan keputusan telah diimplementasikan, namun efektivitasnya masih terhambat oleh keterbatasan dana, sumber daya, dan rendahnya partisipasi masyarakat. Kepemimpinan Kepala Desa berperan penting, tetapi pelaksanaan program kesejahteraan belum optimal karena perencanaan yang kurang matang dan transparansi yang belum memadai. Kesimpulan penelitian menyoroti perlunya perbaikan dalam kepemimpinan, perencanaan, partisipasi, dan transparansi untuk mendukung kesejahteraan yang berkelanjutan di desa tersebut.
