Abstract

Penelitian ini mengkaji peran kepemimpinan dalam mengelola resistensi terhadap perubahan organisasi di Dinas Pemberdayaan Masyarakat dan Desa Kota Gunungsitoli. Perubahan seperti digitalisasi, penyederhanaan prosedur, dan restrukturisasi tugas sering menghadapi resistensi yang signifikan, memengaruhi kinerja organisasi. Dengan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam dengan enam informan kunci, yang dipilih secara purposif. Hasil penelitian menunjukkan bahwa resistensi muncul akibat faktor internal, seperti ketidakpastian dan kurangnya pemahaman, serta faktor eksternal, seperti kurangnya dukungan kepemimpinan dan pelatihan. Strategi yang efektif mencakup komunikasi yang transparan, pelibatan pegawai, pelatihan, dan pemberian penghargaan. Kepemimpinan transformasional terbukti berperan penting dalam membangun kepercayaan dan meningkatkan adaptabilitas. Temuan ini relevan untuk konteks sektor publik di Indonesia, khususnya dalam menghadapi tantangan perubahan berbasis digitalisasi.
