Abstract

Penelitian ini bertujuan untuk mengidentifikasi perilaku individu dan menganalisis budaya organisasi dalam Bagian Pengadaan Barang dan Jasa Sekretariat Daerah Kabupaten Nias serta menilai bagaimana kedua aspek tersebut mempengaruhi kinerja pegawai. Pendekatan kualitatif digunakan untuk mendalamkan pemahaman tentang pengalaman subjektif, motivasi, dan dinamika internal yang mempengaruhi kinerja pegawai. Data dikumpulkan melalui wawancara mendalam dengan tiga informan utama yang dipilih melalui purposive sampling, yakni Kepala Bagian Pengadaan, Kepala Subbagian Pengelolaan Layanan Pengadaan, dan Fungsional Pengelola Barang dan Jasa. Analisis data dilakukan menggunakan model interaktif Miles dengan dukungan perangkat lunak NVivo, dan keabsahan data diverifikasi melalui teknik triangulasi. Hasil penelitian menunjukkan bahwa kombinasi keterampilan teknis dan interpersonal, seperti ketelitian, keterampilan analitis, dan kemampuan komunikasi, penting untuk efektivitas dalam pengadaan barang dan jasa. Sikap pegawai terhadap perubahan dan bagaimana perubahan tersebut dikelola juga berdampak signifikan terhadap kinerja. Budaya organisasi yang mendukung dan adaptif terhadap perubahan ditemukan sebagai faktor kunci dalam mendukung penerimaan perubahan oleh pegawai. Kesimpulan dari penelitian ini adalah bahwa perilaku individu dan budaya organisasi yang positif dan adaptif berkontribusi penting terhadap peningkatan kinerja pegawai di Bagian Pengadaan Barang dan Jasa. Oleh karena itu, untuk mencapai efisiensi operasional dan kinerja yang optimal, diperlukan pengembangan berkelanjutan pada kapasitas individu dan pengelolaan budaya organisasi.
