Analisis Efektivitas Sistem Pemantauan Pasar Kebutuhan Pokok (SP2KP) terhadap Stabilitas Harga Kebutuhan Pokok di Kota Gunungsitoli

Penelitian ini bertujuan menganalisis efektivitas Sistem Pemantauan Pasar Kebutuhan Pokok (SP2KP) terhadap stabilitas harga kebutuhan pokok di Kota Gunungsitoli. Penelitian menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri atas empat orang yang dipilih secara purposif, yaitu pejabat dan pelaksana yang terlibat langsung dalam implementasi SP2KP. Analisis data dilakukan melalui tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa SP2KP cukup efektif sebagai instrumen pemantauan harga dan pasokan kebutuhan pokok, terutama dalam mendukung identifikasi fluktuasi harga, penyediaan informasi pasar, dan dasar pertimbangan kebijakan pemerintah daerah. Namun, efektivitas tersebut belum optimal karena masih dipengaruhi oleh kualitas data, ketepatan waktu pelaporan, koordinasi antaraktor, keterbatasan sumber daya, dan dukungan teknologi. Penelitian ini menyimpulkan bahwa SP2KP memiliki kontribusi nyata dalam mendukung stabilitas harga kebutuhan pokok di Kota Gunungsitoli, tetapi memerlukan penguatan berkelanjutan agar berfungsi lebih optimal sebagai instrumen pengendalian harga di tingkat daerah.
