Eksplorasi Dampak Digitalisasi pada Budaya Organisasi dan Hubungan Pegawai di Kantor Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Gunungsitoli

Penelitian ini mengeksplorasi bagaimana digitalisasi membentuk budaya organisasi dan hubungan pegawai pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Gunungsitoli. Menggunakan pendekatan kualitatif studi kasus (Februari–Juli 2025), data dikumpulkan melalui wawancara mendalam (Kepala BKPSDM, Kepala Bidang Perencanaan, Mutasi, dan Informasi Kepegawaian, serta tiga Analis SDM Aparatur) dan observasi non-partisipan. Analisis memakai Interactive Model (kondensasi–display–verifikasi). Hasil menunjukkan pergeseran budaya menuju efisiensi, standardisasi, dan fleksibilitas; proses menjadi lebih terukur melalui prosedur dan monitoring berbasis sistem. Pada ranah relasi kerja, temuan bersifat “campuran”: kolaborasi dan visibilitas kinerja meningkat lewat sistem, namun interaksi tatap muka cenderung menurun sehingga perlu ruang informal terjadwal untuk menjaga kepercayaan dan kohesi. Perubahan ditopang oleh dukungan pimpinan dan praktik berbagi pengetahuan, tetapi terhambat oleh kesenjangan literasi digital (khususnya pegawai senior), gangguan jaringan/server, serta fragmentasi aplikasi/akun. Implikasi praktis meliputi konsolidasi aplikasi/SSO, penguatan infrastruktur dan rencana downtime, serta pengembangan kapasitas berjenjang (micro-learning, pendampingan on-the-job, dan mentoring sebaya). Secara konseptual, studi ini menegaskan pentingnya keselarasan sosio-teknikal dan keseimbangan JD–R dalam menentukan kualitas keterlibatan dan relasi kerja di organisasi perangkat daerah.
